Healthcare.gov's developer feeds publish the Marketplace's own educational content as keyless JSON — a glossary of insurance terms and outreach copy used to power third-party enrollment tools, not plan pricing or member data. A live GET against healthcare.gov/api/glossary.json returns 200 with no key required. A live Origin-header probe against the same endpoint returns no Access-Control-Allow-Origin header, so the stored 'unknown' cors resolved to 'no'.
