Despite its `/partner/` path, the documented REST API at `data.gov.lt/partner/api/1/` is the portal's general-purpose read API for catalogs, categories, licences, and datasets — a live call without credentials returns a 403 confirming an API key (`Authorization: ApiKey <key>`, issued by VSSA) is required, and responses carry no CORS header for browser-side cross-origin use.
