Socrata
Socrata's SODA API is the standard REST interface baked into thousands of government open-data portals — from Chicago to the state of California — letting anyone query, filter, and export tabular datasets as JSON, CSV, XML, RDF, or GeoJSON. Public reads only need an optional app token for higher rate limits, not the OAuth flow the platform reserves for publisher-side administration.
